Social equity is a measurement the state is using to make sure that legalization does not only profit the rich, but instead lifts up communities that do not have the same opportunities. And to gives back an opportunities to those who were affect. The broadest definition of a social equity candidate is anyone who was affect by the federal ban on marijuana. The state puts out a few examples. But each example can be scored depending on the extent of the negative affects on the candidate or being a member of a group like emerging farmers or Veterans.
For example- Veterans are social equity applicants. Every veteran is a social equity candidate because if the VA hospital see marijuana on the yearly urinalysis, that veteran will be restricted from get many of his own prescribed by VA doctor prescription drugs.
But, a Veteran who was kicked out of the service because of marijuana use, will have a larger social equity score. If they ALSO got a dishonorable discharge, then they would have an even larger score.
Marijuana Charges-Anyone who has been caught and charged just a little count as a social equity candidate. But larger the charge, and the more time spent in custody will get a larger score. Here is how and who the state says has social equity:
The legislation prioritizes applications for business licenses from people who are considered social equity applicants, which includes people who were convicted of possessing or selling cannabis; family members of someone convicted of possessing or selling cannabis; service-disabled veterans, current or former members of the national guard, or any military veteran or current or former member of the national guard who lost honorable status due to an offense involving the possession or sale of cannabis; residents for at least five years of a neighborhood that experienced a disproportionately large amount of cannabis enforcement; emerging farmers; and residents of at least five years of census tracts with high poverty rates.
